Okay thanks but assuming you don’t live there and need to do this online or through postal mail or over the telephone. Can you do this for free? All I’ve found are background checks. If you can’t do it for free what is the cheapest website/way to do it on?

A good way is to check online court records. A good source for court records nationwide is CourtReference: which contains information on courts including whether online court records are available. Some courts allow records to be searched for free, while other courts charge for the records. This website is free to use. Good luck!
